The $1,250 is a starting point, not a rate card. It moves with:
50% schedules the work and 50% is due before launch. On larger projects there is a milestone payment in between. Nothing is billed by the hour, ever.

Most sites take four to six weeks from deposit to launch, assuming content comes back at a reasonable pace.
